The Bay needs to have one crossover with the Lake and one maybe with the River would solve some of the scheduling. The river schools will be fighting each other in the parking lot at the league meeting over who gets to play Vermillion.

Having forced crossover games is just another reason against a multiple division league. Just grab the schools in your division and make a league and then invite others to get to the number of teams you want.

The specific scheduling issues the Bay would face in the absence of Willard are: Who does Huron play in Week 6? Can't be a Lake team, they are all playing each other that week because 6 is an even number Who does Edison play in Week 7? Can't be a Lake team, they are all playing each other that week because 6 is an even number Who does Port Clinton play in Week 8? Can't be a Lake team, they are all playing each other that week because 6 is an even number Who does Oak Harbor play in Week 9? Can't be a Lake team, they are all playing each other that week because 6 is an even number Who does Vermilion play in Week 10? Can't be a Lake team, they are all playing each other that week because 6 is an even number The "maybe one with the River" is the only way to solve this hypothetical 5 team Bay Division's scheduling problem with crossovers, provided that the River also ends up with an odd number of teams (which would be the case if you add Willard and then both Danbury and SMCC do 8-man)

Why shouldn't Willard be looking to leave the SBC? After they joined, the league has been expanding to the West. Willard being the furthest East and South school in the SBC. Shelby, the closest school and biggest rival for Willard left the SBC. Schools going to 8 man football, reducing teams to play for smaller schools. Gritching and moaning about schools not willing to schedule schools in other Divisions. Talk about mandatory cross over games.

They keep bringing in more small schools and kicked Willard up to the bay. That was not the plan for Willard when they joined.

It would behoove Willard to be on the hunt for teams that could plug into the Bay and Lake. That would help push them down to the River.
I doubt any 8-team conferences will want to go to 9 teams by bringing Willard in.
Even if they did, changing divisions or conferences won't solve their problems with success. They might not look like the worst team in the conference every year if they move to a group of weaker teams... but they'll still have trouble with success overall if they don't make changes internally.

It's safe to say there are likely some big moves on the horizon. None of them will help Willard but could (if they happen) solidify the River division.

I said, "it would behoove them to be on the lookout." Big difference, and when you're working on selfish desires, then there is no more important advocate than yourself. Moreover, Willard's desire to be in the River only benefits them, so why should other schools be responsible for finding schools that only benefit Willard? The conference in question came into existence with 10 schools, not all that long ago. True, but I suspect they like 8 better than they liked 10. It could be that they started with 10 because they expected a couple schools to leave.

The N10 met last week and officially released Ridgedale from their obligations after the 20/21 school year. They also acknowledged the interest they received from Willard and Crestline. They said "the remaining league members were comfortable with the N10 remaining at eight members for the time being but did not close the possibility of additional members joining in the future."
Kind of the same answer that Willard gave the former NCC members of the N10 years ago when they invited Willard to join.

Do you blame them? Not a fit geographically for Bay or River. They're never happy but I can't say the N10 and MOAC are both better fits competitively and with closer rivalries.
